Carbon credits and the cap-and-trade systems create, at the lowest level, a government-sanctioned ration on goods and services. How? Carbon credits and cap-and-trade systems provide a finite amount of carbon that can be released into the atmosphere, thus limiting the amount of carbon-emitting goods and services that are available.
