City of Portland Planning Carbon Tax

A member of Portland’s sustainability initiative is working on a carbon emissions tax for the city for residents’ utility bills.  In the plan, the city would also take over greening neighborhoods, including private businesses and residences.  More forced lifestyle changes thanks to global warming!
