A 48-36 vote makes the bill fall 12 votes short of passage. Â Looks like the McCain-Lieberman-Warner bill is doomed for this year. Â However, as I keep predicting, this is only a test run for a bill next year. Â Expect next year’s bill to be loaded up with pork spending and will easily pass the Senate & the House.
