Climate Action Plans: A Study in Failure

The Hawaii Reporter has some bona fide arguments against instituting climate action plans in the United States. The biggest complaint here is that, over the next several decades, developing countries will surpass the United States in carbon emissions, rendering our plans ineffective against countries like China and India. Unless these countries are willing to take the same approach to carbon reduction, the total carbon output around the world is just going to climb, no matter how many light bulbs you change.
