Third-World Countries Beat with the Carbon Stick

Third-world countries are being lectured about reducing carbon emissions, even though their often times fragile industry is still in its infancy. Some countries in the third world are fighting back, though, as evidenced in India. From the article:
The Indian government’s National Action Plan on Climate Change looked for evidence of harm to India from global warming. Its scientists found none. It also looked for man-made causes. Still no evidence. “No firm link between the changes [to India’s environment] and warming due to anthropogenic climate change has yet been established,” it concluded.
