The Tompkins County Legislature voted to endorse a federal carbon tax program. The resolution supports a federal tax-and-refund system (yes, those refunds really do work) but not a secondary provision to endorse a cap-and-auction plan in the event a federal tax-and-refund system fails to materialize.
